Kurzbeschreibung

While most policy fields have long been treated as gender neutral in the discipline of political science, feminist accounts of policy analysis have shown that they are not: Policies of economic restructuring, the governance of migration, environmental policies and welfare policies all affect men and women differently. The gendered effects of different policies have been thoroughly examined in the past decades. However, the reasons for the gendered effects still remain underexposed. Consequently, the symposium puts the reasons at the centre and scrutinizes the normative foundations – the “gender knowledge” – of policy designs which lead to gendered effects. This knowledge can reaffirm hierarchical gender orders, openly question them or range somewhere in between these two poles. The purpose of the conference is threefold: First, the concept of gender knowledge will be scrutinized theoretically, methodologically and from different disciplinary perspectives. Second, the concept will be applied to four concrete policy fields – environmental, economic, migration and welfare policies. The aim is to reveal the explicit and implicit assumptions about gender these policies are based upon. The comparison of four policy fields will offer a better understanding of the field-specific logics of knowledge and a better evaluation of the modes of in- and exclusion of gender-sensitive policy approaches. Furthermore, we expect to discuss whether the field-specific or the more general logics of gender knowledge shape governance processes. The symposium is a collaborative project between the University of Kassel and the Humboldt-Universität zu Berlin in cooperation with the AK Politik und Geschlecht of the German Association for Political Science (DVPW).
